Building investment readiness in Mozambique's power sector

Context and Opportunity

Mozambique’s Energy Transition Strategy (ETS) aims to modernise the power sector and expand electricity access through investment in generation and transmission. Delivering this ambition requires Electricidade de Moçambique (EDM), the national utility, to attract donor and private capital into a credible pipeline of investment-ready projects.

To mobilise capital at the scale ETS requires, EDM must overcome structural barriers common to fast-growing utilities. Project data is spread across systems, investor-ready materials are limited, and there are few structured pathways to move projects toward Memorandum of Understanding (MoU) and Final Investment Decision (FID), slowing the conversion of strategic ambition into bankable opportunities.

Growth Gateway supported EDM to bolster investment readiness and position the Transmission Backbone as a flagship opportunity inside the Green Energy Corridor. The Transmission Backbone is a 400kV line that will link Mozambique’s grid from north to south. The intervention developed an investor-ready narrative, brochure and funding strategy for the Transmission Backbone, as well as portfolio of 30+ strategic energy projects across generation, transmission, and distribution for investor engagement.
