Context and Opportunity
Jordan’s position at the crossroads of regional trade gives it a strong platform to capitalise on the revival of cross-border activity following years of disruption. As Syria’s economy recovers, the Jaber Border Crossing (JBC), which is Jordan’s primary land gateway to Syria, and the underutilised Mafraq Development Zone (MDZ) are positioned to anchor the region’s trade recovery.
Capturing this opportunity requires coordinated investment, robust governance, and an integrated logistics platform capable of attracting private capital at scale. Jordan’s logistics sector remains fragmented, with heavy reliance on Aqaba as the primary gateway, limited multimodal connectivity, and underdeveloped value-added services. Key assets in the northern corridor remain underutilised and without an integrated investment platform, recovering trade flows risk being diverted to competing corridors.
Growth Gateway worked with the Government of Jordan to structure an investable logistics corridor, identify priority reforms, and mobilise investment. The intervention structured a bundled PPP opportunity around JBC and the MDZ. It also diagnosed the market access barriers constraining investor participation and developed targeted sector briefs across 15 subsectors aligned with UK capabilities and investor interest.
