Context and Opportunity
Wind is on track to become the world’s second-largest renewable energy source by 2030, driven by offshore wind’s rapid growth. However, the sector faces a major supply chain bottleneck. Without new investment in turbine and component manufacturing, global capacity will not meet projected demand by 2030.
Southeast Asia (SEA) is well placed to capture this opportunity but plays only a small role in global wind manufacturing today. Wind already contributes around 7% to power generation across the four target countries – the Philippines, Vietnam, Indonesia, and Malaysia – yet the region accounts for less than 1% of global wind manufacturing. Building local component manufacturing would strengthen SEA’s energy security and grow its role in the global wind industry.
Growth Gateway identified priority manufacturing opportunities and pathways to expand wind manufacturing in SEA. The intervention assessed opportunities for each country based on technical capabilities and cost competitiveness and identified ways to boost women’s participation in the sector and developed country-specific roadmaps to tackle the main barriers to growth.
