Context and Opportunity

Vietnam’s commodity derivatives market is a strategic priority but remains in its early stages of development. The Commodity Derivatives Market (CDM) is one of four strategic priorities under Vietnam’s International Financial Centre ambition, reflecting the country’s resource and commodity-intensive economy.

Market development is constrained by limited depth, outdated regulation, and low participation. The Mercantile Exchange of Vietnam (MXV), the country’s only commodity exchange, has limited liquidity and international participation, with activity largely confined to mirrored global contracts and few Vietnam-originated products. The legal framework has not kept pace with market evolution, lacking clear definitions, institutional arrangements, and adequate investor protection and transparency.

Targeted benchmarking and institutional strengthening are required to shape development pathways. Growth Gateway is partnering with Vietnam’s Ministry of Industry and Trade (MOIT) to benchmark leading global markets and extract insights. These inform initial strategic directions for CDM development. The intervention also strengthens institutional capability and connects UK expertise to opportunities across the value chain.

Developed Benchmarking And Strategic Viewpoint For Vietnam CDM

  • Developed a benchmarking framework to assess Vietnam’s starting point against international best practices
  • Conducted 4 working sessions and a technical deep dive with GMEX Group, MOIT leadership, and relevant stakeholders
  • Produced a synthesis report consolidating global lessons into tailored recommendations for Vietnam – handed over to MOIT Vice Minister Nguyen Sinh Nhat Tan
